I am delighted to welcome you to the Regional Maritime University’s online Journal of African Maritime Affairs (RMU-JAMA), a platform dedicated to the exchange of knowledge, innovative research, and informed discourse. As Ag. Vice Chancellor, I am proud to support this initiative, which exemplifies our commitment to fostering academic excellence and advancing scholarship across Africa’s maritime sector. In an era where information is readily accessible, the importance of quality, rigor, and integrity in academic publishing cannot be overstated. Our journal serves as a crucial platform for researchers, scholars, and practitioners to share their findings, insights, and reflections with a global audience. Each publication represents not only the fruits of rigorous research but also the collaborative spirit of our academic community. We encourage submissions that address pressing issues within the African maritime Sector, explore novel ideas, and push the boundaries of traditional maritime disciplines. In doing so, we aim to stimulate intellectual curiosity and provide a forum for critical debates that contribute to the advancement of knowledge and society at large.

Prof. Paul Nyagorme

(Chairman)

Prof. Paul Nyagorme is a distinguished academic and the current Chair of the Research Committee and Journal Editorial Board of the Regional Maritime Academy, Accra. He is a board member of the West African Journal of Open and Flexible Learning (WAJOFEL). As an accomplished researcher, Nyagorme has published extensively in reputable journals, particularly in the field of IT integration into teaching and learning. With over two decades of experience in academia, he has played a pivotal role in advancing educational technology and digital pedagogies. Holding a PhD in Educational Technology, Professor Nyagorme has served in various leadership capacities. He is the founding Director of the Accra Campus of the University of Cape Coast. His contributions have shaped modern educational practices and policies, ensuring the effective use of technology in instructional delivery. Additionally, he has been instrumental in developing applications for remote supervision, microsites for educational use, mentoring PhD candidates as well as promoting innovative teaching methodologies that align with the contemporary educational needs of developing countries.

Dr. Robert G. M. Nyemah

Head, Research, Consultancy and Innovation and Editor in Chief Specialized in socio-economic research focusing on maritime economics issues including the blue economy. He has more then 30 years experience in the Management of higher education and more the 3 years expertence working with International NGO including the UN.

Prof. Donna Nincic, Ph.D.

Prof. Nincic is Professor and Director of the ABS School of Maritime Policy and Management at the California Maritime Academy, California State University.  She received her doctorate in Political Science/International Relations from New York University, and has held previous positions at the University of California, Davis; the Hoover Institution; and the US Department of Defense. She is a Cropper Family Distinguished Professor in Maritime Policy and Management.

Master Mariner Jan Horck

Mr. Hock is a MSc Ed and holder of a Licentiate from Lund University, with fifteen (15) years of sea service in Broström shipping company. A Swede Master Mariner, authorized maritime lecturer specializing in maritime education and training, human element in shipping, port performance indicators, quality assurance benchmarks, environmental awareness, port reception facilities and cargo handling.

Dr. Olivary John

Dr. John is a principal instructor at Bandari College, which is owned by the Tanzania Ports Authority (TPA). He holds a PhD and Master's with a specialty in International Transport and Logistics from the University of Dar Es Salaam in Tanzania and a Bachelor's Degree in Computer Science from Dalhousie University in Halifax, Canada, His technical activities span the spectrum of practical experience of working at TPA since 2010, conducting research studies and consultancies over a wide range of shipping, maritime transport, and logistics fields. He has so far participated in 12 research studies, authored/co-authored and published over 15 articles in peer-reviewed journals, and presented at various local and International conferences on Shipping, Transport, and Logistics.

Dr. Baboucarr Njie

Dr. Baboucarr Njie is the University Registrar and Board Secretary of the Regional Maritime University a regional educational institute with diplomatic status owned by five Member countries including Cameroon, The Gambia, Ghana, Liberia and Sierra Leone with its headquarters in Accra, Ghana. He obtained his PhD in Educational Administration from University of Putra Malaysia, Master’s degree in Public Sector Management, Bachelor of Arts in English and a Certificate in Quality Assurance in Higher Education and is listed as a trainer of Quality Assurance in the National Multiplier Training of the DIES program in concert with DAAD and the German Rectors Conference (HRK).

Dr. Amy P. A. Asimah

Dr. Amy Pascalia Abra Asimah is the Regional Maritime University Librarian, with over 12 years of high-level experience in university library management. She holds a Bachelor of Education Arts (History) degree from the University of Cape Coast, Master of Arts degree in Information Studies from the University of Ghana and Doctor of Philosophy in Information Science from the University of South Africa, Pretoria. Dr. Asimah is into research grant writing and also supports the practice of heritage restoration and archival information management in all its ramifications. She does this through proposal development, field implementation, monitoring and evaluation of projects. Her teaching, supervision and research interests are in current trends in library and information science, digital library systems and management, digital and information literacy, open science/access publishing, research data management, customer service in libraries, e-resources and institutional repository management. Dr. Isaac Owusu-Nyarko

Dr. Isaac Owusu-Nyarko was born in Koforidua in Ghana in 1980. He received the Bsc. degree in electrical engineering from Regional Maritime University, Accra Ghana in 2010, and Msc in electrical engineering with power electronics from University of Bradford, UK in 2013. In 2014, he joined Regional Maritime University as assistant lecturer and later promoted to lecturer in 2016. He started his Ph.D in Electronic/Electrical Engineering in 2018 and successfully completed in 2022 from the University of Strathclyde, UK. Isaac is now head of Electrical & Electronic Engineering Department, Regional Maritime University, Accra-Ghana. He has a number of publications to his credits. His research interests include PV power generation, renewable energy integration, DC/DC converters, digital control of power electronics, and net zero carbon emission network.

Dr. Amewu Attah

Dr. Amewu Attah is an academic and social development specialist with over 15 years of experience in higher education. She holds a PhD in Social Sciences from Cardiff University, where she also earned a Postgraduate Diploma in Social Science Research Methods. Additionally, she has an MA in Ports and Shipping Administration from the University of Ghana and a BSc in Chemistry from KNUST. Since 2008, Dr. Attah has been a faculty member at the Regional Maritime University and currently serves as Head of the Transport Department. She is a Nippon Fellow and an Associate Fellow of the Seafarers International Research Centre (SIRC) at Cardiff University, with research interests in the social and environmental impacts of maritime and oil industries. Her PhD thesis focused on the effects of oil exploitation on Ghanaian fishing communities. Before academia, she worked as a Documentation Officer at MSC Ghana, handling cargo processing and freight documentation. She has attended and presented at international conferences on fisheries policies and gender equity in higher education, reflecting her commitment to research and capacity building.

Dr Isaac Animah is a distinguished senior lecturer in Decision Sciences, Marine engineering and Offshore Oil and Gas at the Regional Maritime University in Ghana. He has been recognized with the Best Researcher Award for his outstanding contributions to the field. With a strong academic background and a passion for research, Dr. Animah continues to inspire and educate students in the realm of decision sciences, marine engineering and offshore oil and gas. His dedication and commitment to excellence make him a valuable asset to the university and the academic community at large.

Dr. Gabriel S. Akakpo

Dr. Gabriel Senanu Akakpo is a distinguished educationist and academic leader with nearly three decades of teaching experience. Currently serving as the Dean of the School of Graduate Studies at the Regional Maritime University in Nungua, Accra, he has played a pivotal role in shaping the university’s graduate programs and advancing its mission in the maritime sector. Renowned for his expertise in education and policy development, Dr. Akakpo has significantly contributed to the academic and professional growth of countless students and faculty members. His leadership extends beyond academia, as he actively engages in initiatives aimed at improving educational standards and fostering innovation in Ghana. A seasoned professional, Dr. Akakpo’s dedication to excellence continues to inspire progress in both maritime education and higher learning.

Stephen Afenyo Dehlor - PhD, FCIML, MCIHRM.

Dr. Stephen Afenyo Dehlor is the Deputy Registrar for Academic Affairs at the Regional Maritime University. In addition to his administrative role, he is a part-time lecturer with the Chartered Institute of Logistics and Transport in the UK. He holds PhD in Management and Human Resource Development Policy, Master of Social Sciences degree in HRD, Master of Science degree in Educational Policy and Management Studies, Bachelor's degree in Education and Higher National Diploma in Hotel, Catering and Institutional Management. Dr. Dehlor is a Fellow and Council Member of the Chartered Institute of Management & Leadership in the USA and a Full Member of the Chartered Institute of Human Resource Management in Ghana. He is a certified Quality Management System Auditor and a Quality Assurance Expert in higher education, as well as a member of the West African Anglophone Quality Assurance Network. His extensive experience and expertise have led him to serve on various boards and committees of the University. He has authored numerous research papers, articles, and book chapters published in both local and international peer-reviewed journals, as well as in national dailies. His active participation in various research conferences and workshops, both locally and internationally, has earned him citations on Google Scholar and recognition in the AD Scientific Index (Ranking for Scientists). He also serves as a reviewer for journals such as the World Business Institute Journals in Australia, the Uttar Pradesh Journal of Zoology in India. His research interests encompass management, human resource development policy, educational policy and management, quality assurance in higher education institutions, and hospitality operations.

Mr. Joseph B. Aubyn

Training on Ro-Ro OT-African Line ships in Ghana for pre-sea certificate and ‘HND’ which is the underpinning knowledge of chief officer’s certificate of competency in navigation at South Tyneside College in the UK. He worked with both ‘WESTMASS and CARISBRROOKE SHIPPING LTD’ for moore then 3 years on their ships in Europe and in the US as Third Officer to the rank of a Chief Officer. He holds a PG Diploma in Business Management from London School of Commerce, MBA and MA Maritime Studies respectively.

Dr. Eyram Kwame

Dr. Eyram Kwame is a Lecturer at the Department of Mathematical Science, Regional Maritime University, Accra, Ghana. He holds B.Sc. (Hons) Mathematics from Kwame Nkrumah University of Science and Technology, Kumasi, Ghana, M.Sc. Environmental and Industrial Modelling from University of Bristol, UK, and Ph.D. Mathematics from University of Texas at Dallas, USA. He is a member of the Society for Industrial and Applied Mathematics (SIAM). His research interests include mathematical and statistical modelling, applications of continuous and discrete time dynamical systems, applications of hysteresis in engineering and economics, inventory control theory, applications of optimal control theory, data analytics, stochastic process analysis, decision and risk analysis.

Dr. Msabaha Juma Mwendapole

Dr. Msabaha Juma Mwendapole is a Tanzanian scholar and maritime expert specializing in logistics and transport management. He holds a PhD in Logistics Engineering and Management from Dalian Maritime University, China, where he was recognized for his academic excellence. Dr. Mwendapole is currently a Lecturer and Director of Academic Support Services at the Dar es Salaam Maritime Institute (DMI), Dr. Mwendapole teaches several courses for undergraduate and postgraduate students; also he supervises student’s research in both levels. Also he held a various post at the institute as head of Postgraduate Studies, Research and Consultancy, coordination post for ABMA and CILT courses and coordination post for STCW courses. Dr. Mwendapole is also serves as Associate Editor of the Journal of Maritime Science and Technology and is active member of the Chartered Institute of Logistics and Transport (UK). His research focuses on seaport efficiency, maritime governance, and logistics systems, with numerous international publications to his name. His research interests lie in the area of seaport development, transport management and planning, multimodal transport system, shipping, logistics and supply chain management.
